SBLAR stands for Small Business Lending Application Register. It's the register covered institutions must compile from their small business credit application data and submit to the CFPB each year — the small-business-lending equivalent of the Loan Application Register (LAR) that HMDA filers already know.
The timeline
Covered institutions begin collecting data on January 1, 2028. That data — covering the full 2028 calendar year — is compiled into the first SBLAR and submitted by June 1, 2029, the first filing deadline. Filings are expected annually after that, each covering the prior calendar year's applications.
What the submission contains
Each record in the register corresponds to a single covered small business credit application and includes the fields described on the data fields page — application and action-taken details, credit type and amount, business profile information, and census-tract geography. The CFPB compiles submissions across institutions into an aggregated public dataset, similar to how HMDA data is published today.
Getting ready before 2029
The filing itself is a downstream step — the real work is building a clean, consistent data-collection process during 2028 so the register you submit in 2029 isn't assembled from scratch under deadline pressure.
